Is it biblical for a local church to sponsor it's pastor to move on to do missionary work in another country?

Is it biblical for a pastor to request funding and look for additional funding elsewhere?

That is a matter for the church to decide, after prayer. Do they have the money? Will they have to borrow the money? They should pray for God's leadership in the matter of financial obligations.

God called us to love everyone. By sponsoring the pastor of that church, they help him/her get to other countries to love on those people that may not have ever been loved before. So by sponsoring the pastor, they also are sharing God's love by making it possible for him/her to go to countries that don't have any way of knowing of God's beautiful love for everyone.

"'Teacher, which is the great commandment in the Law?' And he said to him, 'You shall love the Lord your God with all your heart and with all your soul and with all your mind. This is the great and first commandment. And a second is like it: You shall love your neighbor as yourself.'" (Matthew 22:36-39 ESV)

When you love God, you automatically will love His people. And when you love His people, He will help you find a way to tell them about perfect love and how the ONLY way to that perfect love is through Christ Jesus. One of those ways could MOST DEFINITELY be through the congregation sponsoring a pastor's mission. So, to answer your question, yes. It is most definitely biblical. But don't take anyone's word for it, do your own digging and God will show you.
