When did the devil gain "all this authority and their glory" of this world in Luke 4:6?

In Luke 4:5-6 the devil claims that he has been given all the authority and the glory of all kingdoms of the world. Did he get it when Adam sinned being trapped by the devil in Genesis 3?

Luke 4:1 - 13

ESV - 1 And Jesus, full of the Holy Spirit, returned from the Jordan and was led by the Spirit in the wilderness 2 For forty days, being tempted by the devil. And he ate nothing during those days. And when they were ended, he was hungry.

The devil is the father of lies. While there is scripture that says he is the prince of this world one cannot believe a word that he says because there is plenty of scripture that states he is a liar. Therefore if he says that something is his chances are its not true.
Psalms 24:1 says 'The earth is the Lords and everything in it'.

The devil (Lucifer) has had authority over this world from the time God gave it to him. He is the Prince of the Power of the Air. Christ never once questioned his authority to give him the kingdom of this world because he has had that authority since before the creation of man. The devil has great power and authority over this world. Where it is checked or restrained is when it comes to the issue of believers. Job had a hedge around him that protected him from Satan. If the enemy seeks to engage himself with a sealed believer then he must get that authority from the Lord.
