While there are not different levels of the devil, there are constant demonic forces that we wrestle against. "For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places." (Ephesians 6:12 KJV) 

The devil is not all omniscient, or omnipresent like God so he needs the other fallen angels to assist in misleading and ruling this fallen world. There are different levels and assignments of these other fallen angels.

I believe that just as there are hierarchies of angels, there are hierarchies of demons. We know that demons used to be angels in heaven, then they fell following Satan. Satan is the head with ranks of demons underneath him. I agree with Rick that Satan is not omnipresent but he sends his demons out to do his work.

Luke 11:14-20 KJV
[14] And he was casting out a devil, and it was dumb. And it came to pass, when the devil was gone out, the dumb spake; and the people wondered. [15] But some of them said, He casteth out devils through Beelzebub the chief of the devils. [16] And others, tempting him , sought of him a sign from heaven. [17] But he, knowing their thoughts, said unto them, Every kingdom divided against itself is brought to desolation; and a house divided against a house falleth. [18] If Satan also be divided against himself, how shall his kingdom stand? because ye say that I cast out devils through Beelzebub. [19] And if I by Beelzebub cast out devils, by whom do your sons cast them out? therefore shall they be your judges. [20] But if I with the finger of God cast out devils, no doubt the kingdom of God is come upon you......

Luke 11:24-26 KJV
[24] When the unclean spirit is gone out of a man, he walketh through dry places, seeking rest; and finding none, he saith, I will return unto my house whence I came out. [25] And when he cometh, he findeth it swept and garnished. [26] Then goeth he, and taketh to him seven other spirits more wicked than himself; and they enter in, and dwell there: and the last state of that man is worse than the first.
   Here you can see how some demons are more wicked than others.

The devil is the prince of this world. The prince is under the king. King Jesus. He is not everywhere but but his henchman are. When Jesus was crucified the devil thought he won. When Jesus resurrected he knew he lost saying, "what can I do now"? So he says, I know, I will use division and he sent emissaries to all the churches working through members or false believers to teach false doctrines or to try and corrupt the teachings of Christ. That has gone on for 2000 years. It has been quite successful as I read that there are 41000 different "Christian denominations. I can't prove that number but just look around. There are 104 churches within 8 miles of my home. You name it and we have it. Do I still have to lock my doors? Yes. So whats wrong with this equation? It's called dilution of the Word. The church in China or Iran is more powerful than the church in the USA. Washington is over run with the spirit of division. We are in the 70 years of captivity spoken of in Jer 29:11. Not the same type of captivity of course but a captivity of blindness and lust.
But 2 Chronicles 7:14 which we can use and I am sure God will honor is that if my people who are called by my name [I know this was for the Hebrew's but God is not a respecter of persons] will 1. Pray, 2. Humble themselves, 3. seek me and 4. turn from their wicked ways that God will hear about it and heal our land. Don't forget a house divided against itself will fall. Matthew, Mark, and Luke say that. SO fasten your seat belts.
