Yes God answers prayer  sometimes instantly other times it takes time. Daniel chapter 9 daniel prayed and fasted for 21 days after which we are told that an angel, Gabriel to be precise was sent to him and he told that that his prayer was answered the first day he started praying, but to Daniel it only came 21 days later because the gabriel was held up by the prince of Persia but daniel's continual prayer helped the him get through. 
The content of daniel's prayer is also to be noted because the prayer was not just about himself but about the people and it was not a selfish one the prayer was in line with God's Word as we are told in the first verse that daniel understood by the books that the time of being in captivity was up so he went in prayer over it. 

When peter was imprisoned by Herod we are told that earnest prayer was made for him, hence God sent an angel to release him instantly i would say seeing rhoda's expression although it took a day or so.Zechairah and elisabeth as well as abram and sariah had prayed for a child long before they had them. 
Even us when became born again God answered us for salvation and continues to answer us as the bible says we receive grace upon grace. Amen.

Consider the purpose of prayer today to help answer the underlying question.

Romans 8:22-27:
"22 For we know that the whole creation groaneth and travaileth in pain together until now.
23 And not only they, but ourselves also, which have the firstfruits of the Spirit, even we ourselves groan within ourselves, waiting for the adoption, to wit, the redemption of our body.
24 For we are saved by hope: but hope that is seen is not hope: for what a man seeth, why doth he yet hope for?
25 But if we hope for that we see not, then do we with patience wait for it.
26 Likewise the Spirit also helpeth our infirmities: for we know not what we should pray for as we ought: but the Spirit itself maketh intercession for us with groanings which cannot be uttered.
27 And he that searcheth the hearts knoweth what is the mind of the Spirit, because he maketh intercession for the saints according to the will of God."

God may not be passing out earthly blessings as found during other biblical eras, but WE have been gifted all SPIRITUAL blessings today (Ephesians 1:3)! We should continue to have "hope", not attempting to "see" results or things we hope for, as then hope would not exist. Paul says we also do not know how to pray properly, but that the indwelling holy Spirit makes intercession for us as He sees need by our unspoken groaning. Our prayers today are to be with the focus of thanksgiving, giving thanks always for all things unto God (Ephesians 5:20), no matter what state we are in (Philippians 4:11). 

1 Timothy 2:1:
"I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;"

Philippians 4:11:
"Not that I speak in respect of want: for I have learned, in whatsoever state I am, therewith to be content."

There are so many 'shiny objects' and distractions in this present evil world that attempt to keep our focus off of who we are spiritually in Jesus Christ. This is why we are urged to seek after Heavenly things and reject the carnal things of this world that satisfy the desires of the flesh.

We tend to think of GOD in a very 'casual' way because our relationship with GOD through His Holy Spirit is very intimate. Yet, when it comes to 'requests,' we should be aware that GOD is the head of a holy government and surrounds Himself with protocol and even a 'deliberative body' after which humans have modeled assemblies like 'Congress.' It is even named 'The Assembly of the Firstborn,' (this is one of the holy titles of Christ, Hebrews 12:23).

Have you ever personally tried to make a 'request' of Congress? Most of us haven't and wouldn't even know where to begin or how to construct the proper 'language.' So we don't bother.

Jesus gives us the now famous 'Our Father' prayer to give us the ONLY requests that don't require 'deliberation.' 

We may at any time approach the Throne by simply acknowledging that it is in heaven. We may praise GOD as holy. We may make the general request that unites us to all other Christians, that GOD fulfills His will to unite heaven and earth under His exclusive authority. We may always ask for the 'daily bread of necessity' to keep us alive and healthy. We may always ask for forgiveness for our daily 'unequal treatment' of others while releasing others of their guilt for mistreating us. 

Beyond this, there is 'protocol' based on scripture for making any 'formal requests' that we actually expect to receive BY LAW. Many Christians forget that being liberated from the 'law of sin and death' does not make us 'lawless.' We are now 'under the law of liberty in Christ.'

That is not a 'symbolic' law and the assemblies governed by it are not just 'going through the motions.' Your best intentions aside, they will not even 'deliberate' anything that isn't presented to them 'properly.' 

Why?

This 'Assembly of the Firstborn' is perfectly impartial. Any requests made MUST be free from bias based on ethnicity or race, ('neither Jew or Greek,' circumcised or uncircumcised'), birth class, ('neither slave or freeman'), gender, ('neither male or female'), education and training level, ('neither barbarian or Scythian'), all are now 'perfectly equal' in Christ, (Galatians 3:27-28, Colossians 3:11). 

No 'request' made with ANY bias will ever be addressed let alone 'answered.' 

These biases are the 'evil pleasures that cause wars and quarrels' mentioned by the Holy Spirit through the apostle James:

"What is the source of quarrels and conflicts among you? Is not the source your pleasures that wage war in your members? You lust and do not have, so you murder. You are envious and cannot obtain, so you fight and quarrel. You do not have because you do not ask. 

"You ask and do not receive, because you ask with wrong motives, so that you may spend it on your pleasures." (James 4:1-3).

You may be saying, "I don't 'murder' anyone." What is brother James talking about? People DO die everyday because we either make requests of 'lesser assemblies' dedicated to this evil bias, or because we fail to 'ask' GOD to help us overcome the hate, the 'culture wars' and all of the other forms of 'social justice for just us' represented by each of those 'forbidden' categories.

We find pleasure in 'winning' at the expense of others. This is what Satan has been doing throughout our entire history, creating inescapable cycles of 'hate and revenge.' It always seems 'right' at the time. The whole time we ignore GOD completely.

So even if we do 'make a formal request by law' how long does it take to answer?

The fun part about this is that our version of 'Congress' could 'deliberate' for as long as they please and 'eternity' is still 'eternity.' They are not bound by time!

So that is what's wrong with 'earthly Congress.' They have the right 'form' just the wrong 'power,' (2 Timothy 3:5). 

Since 'time is not a factor' you could get an 'answer' instantly, (if necessary). The ONLY consideration is HOW to purge your requests of ALL bias. That is what we are learning together as we 'set our minds on things above' (Colossians 3:2).
