The best answer to this question that we do not know the answer. Let us be reminded that as per Deuteronomy 29:29 The secret things belong to theLord our God but those things which are revealed belong to us and to our children forever,that we may do all the words of this law. If I try to answer why God allowed satan and demons to sin would actually mean that I access God's mind and get the answer. But that not possible because the scripture says in Romans 11:34&35 For who has known the min of The Lord? Or who has become His counselor? Or who has first given to Him And it shall be repaid to him? We all have a lot many questions on this side of eternity but I am sure once we are with The Lord He will clear all our doubts and answer all our questions. For the present let us be doer of the Word to the extent The Lord has revealed His mind to us in scriptures not forgetting that without our Lord Jesus Christ 's we can do nothing and let us love one another and forgive one another as God in Christ Jesus has forgiven us.

Being spirit-composed does not take away "choice" for that "being". While God in his power can prevent anyone to choose, his wisdom tell us that the best follower is the one who chooses God's way. At the garden of Gethsemane, Jesus'"will (was to) let this cup pass" (Lu. 22:42) but instead, voluntarily and freely, he deferred to the Father's will. Mandating or forcing compliance will not ultimately be in sync with what would please God. Remember, the best soldier in a military setting is one who volunteered (like our U. S. armed Forces), not a mercenary or conscripted. The more important question is not about "why God allows Satan and demons to sin" but why they sinned voluntarily in the first place. Lucifer the best among created angelic beings, became an Adversary and from then on, named Satan. But adversarial to whom? Genesis gives us an inclination as to who Satan was an opponent or adversary to. As the "father of lies" he tempted Adam to sin and claimed he would not die, knowing fully well that he would. He wanted Adam to die, why? Currently, I believe the answer is that Satan knew that while he is the "god of this world" (2 Cor. 4:4), the future world will not be subject or be under him (Heb. 2:5). He has an adversary or opponent. Instead, it will be under "man", Satan's competitor. As he did not know the specific "man" to take over, he wanted this adversary, Adam, to die; not knowing that another man, Jesus, will be that particular man (Heb. 2:6-13). When YHVH Elohim incarnated to man-Jesus, Satan was not even sure whether this particular man-Jesus was the prophesied one to take over. So, again, Satan tempted Jesus (Matt. 4:1-11) but to no avail and Jesus did not succumb to the temptation and give away his identity until Nisan 14 (Jn. 13:27-30) when Christ was crucified. Sovereignty of God means that he knew Satan would sin and rebel against him. Omniscience demands that God knew this. Nevertheless, God allowed but did not encourage nor enticed Satan to rebel. It was entirely Satan's choice. While everyone including Satan has a choice to sin or not, he turned out to be the "main tempter" for man to sin against God. Man's sinning is known even before man was created as stated in "Jesus slain from the foundation of the world". While God did not like man, Satan nor demons to sin, it has to be there choice not to. But, God knew what they would do. And sin turned out to be part of the process in the plan for man to be in the "kingdom of God". The "process of salvation" from eternal death allows commission of sin. Without him knowing, Satan turns out to be part of the plan to bring "many sons to glory" (Heb 2:10); the church composed of "spirit-beings", the "brethren"of Christ, while many are "one" with Jesus, and "one" with the Father.

God wants us to love him. Love does not exist without choice. A robot dog that greets me when I get home, wags its tail, and is excited to see me does not love me if its actions are preordained by its programming. God has a group of beings that always obey and praise. We were created to adore him, so choice allows that.
