The correct reason why the Shepherd of Hermas was not considered canonical is because it was not written by someone who had first hand knowledge of Jesus. All other new testament authors could speak with authority for they had seen Jesus, spoken with Jesus and been commissioned by Jesus. The Shepherd of Hermas did not pass that test. That limits the authors of the new testament to people who knew directly what they were talking about, and that gives us confidence in the truth of what they teach.
