Dear Anonymous, in a sense the answer is yes! I believe, it is an indication that we have a lack of faith and trust in God's ability to provide for us. King Solomon is encouraging us to rest in the Lord, and not to lose sleep over the cares of this life. I believe this is the same message that Jesus was conveying to His disciples in Matthew 6:25-34. In short, we are not to worry about anything, because our heavenly Father will, and has already provided everything that we will ever need through His Son, Christ Jesus!
