Will we receive "whatever" we ask for in prayer (Matthew 21:21-22)?

Absolutely not. Jesus said that "whatever you ask IN MY NAME," it shall be granted. Every prayer must be done using Christ's name. Which means: in, and by, His authority. Which means: according to His will. 

There's a chain of command working here, which is: You go to the Father and request something using His Son's name to make the request. Will it be granted? Think about this scenario:

Let's say you're an employee working for a family-owned construction business. The father owns it, but has given his son all company rights and powers to do anything regarding the business. The son, in turn, extends his name-signing rights to those who have a proven track record and a good work ethic. The father approves work order requests from employees as long as they sign the son's name, in addition to their own name, in all transactions.

Well, let's say, one day the employee writes a purchase order for some cheap wood on sale, in good faith hoping to save the father some money, but the wood isn't up to code strength standards, and has cracks and some places are hollow inside. 

Now, when this order passes across the father's desk for final approval, he sees that his son's name was used to fill out the purchase order, so he knows this is an honorable employee with all rights and privileges, but he also sees that the requested wood is not up to the family's high standards and could hurt many people if used to build houses. 

So the father stamps DENIED across the purchase order, and returns it to the employee to redo. The employee learns a lesson about his work order requests. That even though he signed the son's name, and had company privileges, the requests must still follow all rules and high standards set down by the family business. 

This is how I view it. God will not answer anything that falls outside of His will and standards. But I have found His will to be very broad indeed.

This passage is all about faith. See Matthew 17:20, 21. Jesus is talking about faith. Jesus says "if" you have faith...

The disciples were being taught about believing in the authority of God.

This "parable" is about the faithlessness of the Jews.

Luke 11:1: "And it came to pass, that as he was praying in a certain place, when he ceased, one of his disciples said unto him, Lord, teach us to pray."

Christ was defining prayer as being based on a relationship. The believer is God's child, through belief and trust. 

John 3:3: "Jesus answered, 'Verily, verily I say unto you, except you be born again."

In Christ, we have all we need. We have the Bible. That's what we should want above all!
