Joshua 11:6 And the Lord said to Joshua, "Do not be afraid of them, for tomorrow at this time I will give over all of them, slain, to Israel. You shall hamstring their horses and burn their chariots with fire."

By my understanding, horses were a symbol of Israel's prior subjugation in Egypt through their use by the Egyptians. Also, accumulating horses would cause Israel to become overly dependent on them for military success rather than relying on God, as God had previously noted in Deuteronomy 17:16.
In Joshua chapter eleven we find that King Hazor had gathered many kings and soldiers to come against Israel in battle. The Bible describes that the soldiers appeared as numerous as the sand on the seashore. The Lord gave Joshua these instructions so that He would help Israel to utterly destroy their enemies. The Lord's intentions were to ensure that they would not be able to escape alive.
