I would say that this was not an "active" intervention on God's part, but a passive one, in which God allowed Eli's sons to follow the prior sinful inclination of their own hearts, without taking any supernatural action to stop or change them. To me, this is similar to the New Testament teaching that even saving faith is a gracious gift from God, and is not of our own doing (Ephesians 2:8-9).
