The verse is telling the reader to have a trust in God that is constant and continuous -- existing not just when times are good or events are favorable, but also in times of seeming adversity when the maintenance of trust requires faith, because God is able to bring good -- from an eternal, if not also temporal, perspective -- out of any situation faced by believers, as subsequently noted by Paul in Romans 8:28.
