Does the Holy Spirit do deliverance on us little by little?

My ex-husband said that Exodus 23:29-30 supports it but I’m not sure: " 29 But I will not drive them out in a single year, because the land would become desolate and the wild animals would multiply and threaten you. 30 I will drive them out a little at a time until your population has increased enough to take possession of the land." 

Exodus 23:29 - 30

ESV - 29 I will not drive them out from before you in one year, lest the land become desolate and the wild beasts multiply against you. 30 Little by little I will drive them out from before you, until you have increased and possess the land.

In my view, justification is an event, whereas sanctification is a process. The Holy Spirit seals us the moment we are saved through faith, but then begins a process within us of making us progressively more Christlike, in which our old nature and our new nature are in conflict (as Paul discussed in Romans 7:18-25). The extent to which we allow the Spirit to have His will with us will determine the degree of reward that we (the redeemed) will receive in eternity.
