Who is a "ruler" today (Proverbs 23:1-3)?

Proverbs 23:1-3 – “When you sit down to eat with a ruler, consider carefully what is before you; and put a knife to your throat if you are a man given to appetite. Do not desire his delicacies, for they are deceptive food.”

I'd say a ruler is anyone in a position of power over the people of a region, such as a country or multinational area.But in the context of Proverbs 23, it seems more specific to anyone in a position of influence. The point is to be on our guard against flattery or fake generosity aimed at getting something from us.
