Another translation of this verse that I found (the New International Version) worded it as, "OFFERS (emphasis mine)(rather than "bringing") salvation to all people. ("11 For the grace of God has appeared that offers salvation to all people.")
Anyone CAN be saved through acceptance of the Holy Spirit's gracious gift of faith in Christ, but not everyone WILL be saved. Those who fail to place their faith in Christ to receive the salvation and eternal life that God offers through Him will be lost, but the responsibility for that failure will be THEIRS, not God's.

The appearance of God’s grace is in his Son. He sent Christ, making him the door to salvation. John 3:16 says that God so loved the world that he gave his only begotten Son, that whosoever believes in him shall not perish but have eternal life. Also, faith that you have comes from God and not of yourself. Galatians 5:22: But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, 23 Meekness, temperance: against such there is no law. Once you received the Holy Spirit, the Father put his Faith within you replacing, what you call a freshly faith.

My understanding of this verse reads this way: The Grace of God (which brings salvation) is shown to all mankind. When you look at the original Greek, the Greek word "soterion" follows the Greek words "charis" and "theos," which mean "grace of God." Soterion means "brings salvation." The Greek word "epiphino" comes next and means "gives light to" or "to make visible." (I assume this is the word that our word epiphany comes from). The next two words mean "to all men." So what is given to all men is not salvation, rather an epiphany of what the grace of God can do!
