ESV - 1 Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and the sea was no more. 2 And I saw the holy city, new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband.

In short the answer to your question is yes! Revelation 21:1-4 is speaking about the vision that the Apostle John had of the regeneration of heaven and earth. 

In Matthew 24:34-35, Jesus prophesied about the old heaven and earth passing away. And in 2 Peter 3:5-7, also speaks about the perishing of the world in the time of the flood during the days of Noah. The heavens and the earth, which are now shall also perish, but by fire.

This is a type of regeneration, being born again by the washing of water and being renewed by fire. So, the new heaven and the new earth is and will be permanent!

If you are speaking of the heaven we now see, Peter writes this in 2 Peter 3:10: But the day of the Lord will come as a thief in the night; in the which the heavens shall pass away with a great noise, and the elements shall melt with fervent heat, the earth also and the works that are therein shall be burned up. 11 Seeing then that all these things shall be dissolved, what manner of persons ought ye to be in all holy conversation and godliness, 12 Looking for and hasting unto the coming of the day of God, wherein the heavens being on fire shall be dissolved, and the elements shall melt with fervent heat? The answer is no.

But now if you’re speaking where God dwells, the answer is yes. The heaven and earth you see now can be seen as being destroyed just before the Great White Throne Judgment. Revelation 20: 11: And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; some believe that God just refurbishes this earth and heaven. Always let God be true.
