This verse is actually a reference for the age of God's grace (Eph 3:2) that we currently live in, and not prophetic of "end times". It has been culminating since the time it was written. The verse itself answers the question as well. "They" will have itching ears and will seek teachers that give them words that satisfy their lusts, rather than seeking the truth. Rather than reading (or hearing) and learning the truth (verse 4) that is found in scripture, people will cling to the false teachings of Satan's "ministers of righteousness" (2 Cor 11:15). It is literally the satisfying of their own lusts that will keep the lost from ever becoming members of the church, and believers from spreading the true good news.

Essentially, people will hear, believe, and follow what seems to be sound doctrine, but is actually fooling them by these "pleasing" words. They are effectively allowing Satan, the "god of this world" (2 Cor 4:4) to steer them clear from the only truth that will free us and save us for eternity today. The foundation of this hidden truth is that of Jesus Christ crucified for the forgiveness of our sins, His burial, and His resurrection for our justification and new life by God's grace through having faith in Him alone (1 Cor 15:1-4). Anything other than the true gospel for salvation is to be avoided (Rom 16:17).

Gal 1:6-10
"I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel:
7 Which is not another; but there be some that trouble you, and would pervert the gospel of Christ.
8 But though we, or an angel from heaven, preach any other gospel unto you than that which we have preached unto you, let him be accursed.
9 As we said before, so say I now again, if any man preach any other gospel unto you than that ye have received, let him be accursed.
10 For do I now persuade men, or God? Or do I seek to please men? For if I yet pleased men, I should not be the servant of Christ."

1 Cor 15:1-4
"Moreover, brethren, I declare unto you the gospel which I preached unto you, which also ye have received, and wherein ye stand;
2 By which also ye are saved, if ye keep in memory what I preached unto you, unless ye have believed in vain.
3 For I delivered unto you first of all that which I also received, how that Christ died for our sins according to the scriptures;
4 And that he was buried, and that he rose again the third day according to the scriptures:"

1 Cor 1:21-25
"For after that in the wisdom of God the world by wisdom knew not God, it pleased God by the foolishness of preaching to save them that believe.
22 For the Jews require a sign, and the Greeks seek after wisdom:
23 But we preach Christ crucified, unto the Jews a stumblingblock, and unto the Greeks foolishness;
24 But unto them which are called, both Jews and Greeks, Christ the power of God, and the wisdom of God.
25 Because the foolishness of God is wiser than men; and the weakness of God is stronger than men."

2 Cor 4:1-6
"Therefore seeing we have this ministry, as we have received mercy, we faint not;
2 But have renounced the hidden things of dishonesty, not walking in craftiness, nor handling the word of God deceitfully; but by manifestation of the truth commending ourselves to every man's conscience in the sight of God.
3 But if our gospel be hid, it is hid to them that are lost:
4 In whom the god of this world hath blinded the minds of them which believe not, lest the light of the glorious gospel of Christ, who is the image of God, should shine unto them.
5 For we preach not ourselves, but Christ Jesus the Lord; and ourselves your servants for Jesus' sake.
6 For God, who commanded the light to shine out of darkness, hath shined in our hearts, to give the light of the knowledge of the glory of God in the face of Jesus Christ."

2 Cor 11:3
"But I fear, lest by any means, as the serpent beguiled Eve through his subtilty, so your minds should be corrupted from the simplicity that is in Christ."

2 Timothy 4:3: For the time will come when they will not endure sound doctrine; but after their own lusts shall they heap to themselves teachers, having itching ears.

The end times are the latter times where some shall depart from their faith, giving heed to seducing spirits and doctrines of devils, (1 Tim 4:1) for then shall they heap to themselves teachers having itching ears. These times are the perilous times before the rapture of the church, for then shall the seven-year tribulation period begin. During this time some shall be pure in their thoughts and eyes and not washed from their filthiness. (Pro 30:11-14) For many shall be bidden after hearkening to His Word today and being called for the wedding feast; then shall they exalt themselves in their own wisdom of knowledge being called and then shall be abased, and they that humble themselves in the right spirit shall be exalted. (Lk 14:11)

For they shall be a pure generation in their own eyes of wisdom, who shall restrain from being washed from their filthiness. (Pro 30:12) For if they shall heed to the cares of this world to please men, a day will come upon them in unawareness and they shall not be worthy to escape all these things that shall come to pass and to stand before the Son of man. For they shall love to take care of this world to please mankind, which will lead their heart to be overcharged with surfeiting, which is a hangover of drunkenness in pleasing mankind. (Lk 21:34-36) We as a church today need to discern the signs of the times that we are going through today. (Mat 16:3)

To humble ourselves to discern in the right spirit, one then shall have the exhortation that must be made in the right spirit to endure the sound doctrine given to them. Having the right spirit of discernment will bring them unto salvation through faith which is through Christ Jesus only. (2 Tim 3:15) Lord Jesus’s prayer teaches us to come to the Father in the spirit of humbleness and dependence on Him only to provide what we need to sustain us every day, for man shall not live by bread alone. (Mat 4:4)

Isaiah 30:1: "Woe to the rebellious children," saith the Lord, "that take counsel, but not of me; and that cover with a covering, but not of my spirit, that they may add sin to sin."
