Since the hands are primary tools that a person uses in accomplishing tasks, and the hands are structured so that the fingers fold inward across the palms for gripping or other uses, this makes the palms of the hand a part of the body that will be frequently visible to any person in the course of everyday life. 

By picturing an image of Jerusalem and its devastated walls and inhabitants as being figuratively engraved on the palms of His hands, God was thus assuring them that He would always be mindful of them, and work to restore the city to its former status prior to its conquest.

It may be possible for some mad (crazy) mother to forget her nursing infant, but it is impossible for God who ultimately (and intimately) made us -- to forget us, His children. 

See the context, Isaiah 49:15. 15 "Can a woman forget her nursing child,
that she should have no compassion on the son of her womb?
Even these may forget,
yet I will not forget you."

Wiersbe says, "The word engraved means 'to cut into,' signifying its permanence." God will never ever forget us once we are engraved on the palm of His hands!
