By my understanding, the word translated as "foolish" here does not have the strong condemnatory nature of other occasions when Jesus spoke of calling people fools, or called them fools Himself (as in Matthew 5:22 and Matthew 23:17), but has more of a connotation of the disciples with whom He was speaking not having thought the matter through adequately, especially since He had spoken to His disciples on multiple occasions concerning what was going to happen to Him in Jerusalem, coupled with His own statement that He would rise again. (Some translations of the verse use words such as "silly", "slow", or "dull-witted" to convey that sense.)
