Who is qualified to build on the foundation? Do the prophet and the apostles lay the foundation together?

"...built on the foundation of the apostles and prophets, Christ Jesus himself being the cornerstone, 21 in whom the whole structure, being joined together, grows into a holy temple in the Lord. 22 In him you also are being built together into a dwelling place for God by the Spirit."

Paul, being the apostle to the Gentiles and the first member of the church, the body of Christ, is describing the building up of this called out assembly. Jesus Christ is the foundation, and He and Him crucified (1 Cor 1:23) is the gospel (good news) that Paul is teaching us to learn and share with others (1 Cor 15:1-4).

Anyone who shares this good news, or any other doctrinal information found in scripture, is then a builder, or minister of God's reconciliation to humanity (2 Cor 5:18). The book of 1 Corinthians adds much detail on the matter, especially chapter 3.

It may also help to know that the word 'prophet' is translated in Strongs as a 'foreteller', 'inspired speaker', or 'poet'. These individuals would then not necessarily be in reference to the 'prophets' of the Old Testament. They could merely be Bible students who have learned and want to share their newfound knowledge with others.
