I would express it by characterizing discipling as teaching or instructing individuals with the goal of having them to become not merely learners (in this case about Christ and His teachings), but also active followers who are willing and able to obediently apply the principles and instructions that are imparted to them in their daily lives, and to teach others how to do the same.

Matthew 28:19: "Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost."

The disciples from the beginning of the baptism of John were called to be “fishers of men” and to preach and to repent for the kingdom of heaven at hand. (Mat 4:17,19) Then when the disciples had witnessed Lord Jesus's resurrection, He appeared to them until the day that He was taken up to heaven who were ordained to be part of the ministry and have the apostleship of Christ. (Acts 1:22,25) Lord Jesus by His teaching and the power that He was given, in heaven and on the earth whatever He has commanded to His disciples “to go to all nations” to make disciples, and practice and obey the command given by Him until the end of the world to come. (Mat 28:20)

These witnesses being disciplined “fishers of men” were revealed by the Lord that the power of the Holy Ghost will come upon them, and they will be the witness for our Lord Jesus in disciplining and teachings of our Lord Jesus. (Mat 28:20) These disciples will have signs that are the power of God given to them who would follow them, that believe in His name and would cast out devils and speak in new tongues. (Mark 16:15-18)

John 4:1-2: Jesus made and baptized more disciples than John, though He himself baptized not but His disciples did by His Word.

What is discipling according to Matthew 28:18-19?

Go ye therefore and disciple all the nations, immersing them into the name of the Father and of the Son and of the Holy Spirit, 20 teaching them to observe all things whatsoever I myself have commanded you. And lo! I am with you all the days, until the conclusion of the age. --Rotherham Bible.

According to Matthew 28:18-19, discipling is the act of making new followers of Jesus by going, baptising them, and teaching them to obey all his commands. This is a multifaceted process that involves not just instructing but also helping individuals grow spiritually and live out their faith through their actions and relationships with others.

This commission lies at the very heart of what it means to be a genuine follower of Christ.

With the words "Go... and make disciples," the resurrected Jesus placed a heavy responsibility upon his followers. He had in mind more than just the disciples who were present that spring day on the mountain in Galilee. The work he commissioned involves reaching "people of all the nations," and it continues "until the conclusion of the system of things." Clearly, this commission applies to all followers of Christ, including us today.

Basically, a disciple is a learner, a taught one. Making disciples, however, is not merely a matter of imparting knowledge to others. When we study the Bible with interested ones, our goal is to help them become followers of Christ. Whenever possible, we highlight Jesus' example so that our students learn to look to him as their Teacher and Model, living the way he lived and doing the work he did.—John 13:15.

Learn what the Bible teaches. Jesus instructed his followers to "make disciples..., teaching them." (Matthew 28:19, 20) The word translated "disciple" literally means "a learner." The Bible, especially the teachings of Jesus Christ found there, contains the information you need to have a happy and fulfilling life. (2 Timothy 3:16)

Jesus told his followers to teach potential disciples to observe all the things he had commanded. But would this preaching and teaching work be confined to the first century, as some may claim? No, Jesus indicated that this vital work would continue even down to our day, "until the conclusion of the system of things."
