ESV - 16 There are six things that the Lord hates, seven that are an abomination to him: 17 Haughty eyes, a lying tongue, and hands that shed innocent blood.

"Hands that shed innocent blood" is a phrase that means murdering a person who has not harmed the murderer. God says, "Don't kill." Even if the murderer escapes and isn't caught by anyone, God knows and is "the avenger of blood." -- biblehub

Deuteronomy 32:43:	
“Rejoice, O nations, with His people;
For He [God] will avenge the blood of His servants,
And will render vengeance on His adversaries,
And will atone for His land and His people.” knowing-jesus

What does the divine Avenger of blood do? 
"For He remembers the victims of violence and avenges their blood; He does not turn a deaf ear to the cry of the needy." Psalm 9:12 VOICE

Remember how God as the Avenger of blood judged Cain so much in Genesis 4? Compare a cross-reference verse, Isaiah 59:7: 

"Their feet run to evil, And they make haste to shed innocent blood; their thoughts are thoughts of iniquity; wasting and destruction are in their paths."
