This statement was perhaps even more shocking to the people listening to Jesus than it is to us today, since we now live in a world shaped by Christian influence, (whether the world wants to acknowledge it or not).

Jesus proclaimed to the world that ALL authority in heaven and earth now belonged to Him, (Matthew 28:18). He now decides who has property and who doesn't and for how long. He organizes and decides how political power structures will be formed, by whom and for how long.

Christ does this through the ongoing influence of His Holy Church which is operating based on a specific commission sanctioned by His holy government. This may seem puzzling, since much of what we now see happening around us is clearly evil, but that is because Christ has declared His new 'law of liberty,' (James 1:25, 2:12, etc...), as the world's new 'universal law.'

Liberty requires giving all men at least two equally accessible options from which to choose. One is good, (a system of 'irreversible goodness,' in fact, Romans 8:28), and the other, by necessity, must be evil. 

I suppose you can tell which is the current more 'popular' one. That fact doesn't alter Christ's secondary command which is predicated on the first:

"Many who are first shall be last, and the last, first." (Mark 10:31).

Jesus was commanding an end to the age of aristocracy and the beginning of 'servant rule' (now known as 'public service'). 

"And He said to them, “The kings of the Gentiles lord it over them, and those who have authority over them are called ‘Benefactors. But not so with you; rather the one who is the greatest among you must become like the youngest, and the leader like the servant." (Luke 22:25-26).

The 'pagan' world watched their 'kings' fall one after the next along with their religious systems. Everything was 'Christianized.' Only afterwards did these cultures and populations began to reassert themselves. Yet you should notice that they didn't 'give back' any of the new resources, forms of education, knowledge or benefits attached to the influence of 'democracies' or 'public service.'

In effect, they kept 'Christ' but are attempting to strip Him of His authority, His identity and any credit He deserves. They have even embraced the 'spirit of antichrist' which has the collective intellectual goal of convincing the world that Jesus was never even a real 'flesh and blood' person at all! (2 John 1:7). 

Despite all of this, the promises of '100 fold wealth in this age,' (Mark 10:30), new families, farms and properties based on more than just bloodlines, and even eternal life, continue to be offered and kept by Christ to anyone from any tribe who rejects the former social models for these things and accepts both Him and any 'persecutions' resulting from this decision. They must openly acknowledge Him as 'Messiah' and our future world leader; the 'Alpha' (Originator of all wisdom and knowledge, Colossians 2:2-3), and the 'Omega' (the returning 'Perfecter' of all wisdom and knowledge). We do everything else in between, (which is what we are doing right now as the world is being 'reshaped').

So in this world where the 'last' are now becoming 'first,' it is completely just and righteous to reward the true 'achievers' (those who meekly love others as equals and choose to 'publicly serve'), with even more wealth and knowledge.

In the previous world regime, this would be the essence and heart of injustice and evil. That said, we must also still be on guard against 'impostors' masquerading as 'public servants' and even 'apostles of the kingdom' (2 Corinthians 11:13-14).

Satan has little choice now but to 'play Christian' or even transform Christianity into something else while his people continue to compete for resources as supposed 'public servants' (like those very well paid, first in line for health care, gathering oppressive taxes etc...), or as they futilely struggle to reestablish their religious systems, pagan practices or new 'atheistic' viewpoints.
