To me, Jesus was saying that, although He (alone of all humanity) did not require baptism for its intended purpose of symbolizing the burial of the old, sinful self, He desired baptism as a means of giving Him a common link with the sinners whom He had been incarnated to redeem and save (again, as only He could do), and also to symbolize His own future death and resurrection, which would be the fulfillment of longstanding prophecy (such as Psalm 16:10).
