I believe that Jeremiah 17:7, parallels Isaiah 30:18.

"Therefore the Lord will wait, that He may be gracious to you;
And therefore He will be exalted, that He may have mercy on you.
For the Lord is a God of justice; blessed are all those who wait for Him."

Jeremiah 17:8 is paralleled in Psalm 1:3:

"He shall be like a tree planted by the rivers of water, that brings forth its fruit in its season, whose leaf does not wither; and whatever he does shall prosper."

Everything about a tree is valuable. God values each person. Each person who trusts God will know His presence, in any circumstance. Even trials will yield fruit.

Blessed is the man who trusts in the LORD: In contrast, the one who trusts in the LORD will be like a tree planted by the waters, whose leaf will be green. Jeremiah drew on the images of Psalm 1, where the blessed man is the one who delights in God’s word (Psalm 1:1-3). In some sense, Jeremiah thought trusting in the LORD to be the same as delighting in His word.

“Since Jeremiah offers two variations on the theme of Psalm 1, here in 17:5-8 and also in 12:1-2, it seems possible that Psalm 1 was available to the prophet.” (Thompson)

The phrase in Jeremiah 17:8, "like a tree planted by water" has this connotation: A tree planted by a desert oasis or spring would have a continual water source. Trusting in Yahweh is likened to being continually connected to a source of life-giving water (Jeremiah 17:13). Compare Psa 1:3. Psalm 1:3 says, "He is like a tree planted by streams of water that yields its fruit in its season, and its leaf does not wither. In all that he does, he prospers." (emphasis mine)

I believe that Jeremiah was definitely paraphrasing Psalm 1. He, like the psalmist, was contrasting the godly and the ungodly. 

The psalmist was sharing the blessedness of the man that meditates on the law of the LORD, day and night. 

The one shall prosper and the other shall perish!

The Prophet Jeremiah was sharing the blessedness of the man that puts his confidence in the LORD, and does not depend or rely on human strength or effort. He is cursed, if his dependence is upon man, and not God. 

Thank you Jesus, for the new covenant of grace that was established by the shedding of your blood!
