A scepter is a rod-shaped object (often ornate or decorated) that is regarded as a symbol of the power and control of a ruler (either an actual king or a non-royal ruler). It represents both the elevated status of the individual who possesses it, as well as the authority of that individual to exercise power, and, particularly, to impose punishments on those who refuse to acknowledge or accept that authority.

A sceptre (British English) or scepter (American English) is a staff or wand held in the hand by a ruling monarch as an item of royal or imperial insignia. Figuratively, it means royal or imperial authority or sovereignty.
