Baptism with the Holy Spirit in Acts 1 allowed the apostles (and Christians to the present day) to receive the gifts of the Holy Spirit, as the Spirit sees fit.

Water baptism (in which the immersion and raising of the body in and from water represents the death of the old self and the resurrection of the new, eternally redeemed individual) is a figurative depiction of the way in which Jesus physically died and rose again, no longer being subject to death, as Peter was appealing to those whom he was addressing in Acts 2 to do, so that they also could then receive the gifts of the Spirit. 

The only time (to my knowledge) when baptism with the Holy Spirit preceded water baptism was the later special case of Cornelius and his household discussed in Acts 10, to make it unmistakable to the apostles that Gentiles were to be accepted into the church on an equal footing with Jews.

Acts 1:5 and Acts 11:16. Ephesians 1:13-14 and Ephesians 4:30. Each of those verses explain it is the seal of the Holy Spirit that guarantees our eternal life. 

The second we receive the free gift of eternal life paid for by Jesus one blood sacrifice for the sins of the whole world, First John 2:2, we are sealed by the Holy Spirit of promise who will never leave us or forsake us. Hebrews 13:5. John 10:28-29. John 6:47 God cannot lie. John 6:40. First John 5:13.
