As I interpret the cited passage, Stephen was referring to the tabernacle -- the tent-like structure that housed the tablets on which the Ten Commandments had been written, and that served as the center for worship by Israel from the time of its fabrication (for which God gave instructions in Exodus 25-31) following Israel's exodus from Egypt, until the building of the temple by Solomon some 400 years later.
