What was the purpose of sprinkling the blood on the lobes of the right ears of Aaron and his sons, on the thumbs of their right hands, and on the big toes of their right feet?

ESV - 28 And the priest shall put some of the oil that is in his hand on the lobe of the right ear of him who is to be cleansed and on the thumb of his right hand and on the big toe of his right foot, in the place where the blood of the guilt offering was put.

As I read the passage cited in the question, the blood is to be applied not TO one of the members of the priesthood, but is to be applied BY a priest to an individual going through the process of being declared cleansed from leprosy or whatever other skin disease is afflicting the person.

I would interpret the specific places mentioned for the application of that blood to be symbolic of the whole body (from head to foot) and of its beneficial effect, as indicated by its application to prominent projections (earlobes, thumbs, and big toes), and on the RIGHT side of the body (the side associated with favor), rather than on the left.
