As I read the passage cited in the question, the blood is to be applied not TO one of the members of the priesthood, but is to be applied BY a priest to an individual going through the process of being declared cleansed from leprosy or whatever other skin disease is afflicting the person. I would interpret the specific places mentioned for the application of that blood to be symbolic of the whole body (from head to foot) and of its beneficial effect, as indicated by its application to prominent projections (earlobes, thumbs, and big toes), and on the RIGHT side of the body (the side associated with favor), rather than on the left.
