In the question: you are asking if Jesus' other sheep are the same souls saved in Abraham's bosom, the answer is no. You have combined two separate verses. The other sheep that Jesus referred to are the Gentiles. Acts 13:46 Abraham's bosom is a teaching story to show we must listen to the scriptures and prophets before we die or else we will forever be separated from God in hell. The "other" sheep are not of the fold of Israel, they are the Gentiles who when they accept the One whom God has sent, and believe in live according to the massage he brought and are baptised are then grafted into the Commonwealth of Israel and become a part of the Israel of God spiritually and members of God's congregation that has existed beginning with Abraham, Isaac and Jacob [Israel]. In order to know who the other sheep are, one needs to know who God calls sheep and for that we need to go back to the prophets in the old testament. Ezekiel 34 lays it all out. In the days of Solomon the people of Israel were divided into two kingdoms. The house of Israel which consisted of the 10 northern tribes which were carried into captivity in the Assyria empire. And then there was the house of Judah in the south which consisted of the tribes of Benjamin and Levi. The whole purpose of the Messiah the good Shepard was to reunify the the two houses into one. Judah was not lost sheep because they returned from their captivity in Babylon after 70 years. The house of Israel was and still is scattered in the nation's of the world. Jesus said I was sent only to the lost sheep of the house of Israel. Mathew 15:24. The so called great commission was Jesus sending his disciples in those nation's in which the house of Israel was scattered as in Corinth Ephasus Thesolonica ect. This was the mystery Paul spoke of in Ephseians of making the Two one. The Jew as in Judah and the scattered sheep of the house of Israel in the lands of the gentiles. According to the Jews the house of Israel scattered was to be considered gentiles or greeks.
The “fold” is Judaism (John 10:1), but there is another fold, the Gentiles who are outside the covenants of Israel (Ephesians 2:11-13 KJV).
