How are the unrighteous being held for punishment? (2 Peter 2:9)
2 Peter 2:9 "if this is so, then the LORD knows how to rescue the godly from trials and to hold the unrighteous for punishment on the day of judgment." New International Version
2 Peter 2:1 - 22
ESV - 1 But false prophets also arose among the people, just as there will be false teachers among you, who will secretly bring in destructive heresies, even denying the Master who bought them, bringing upon themselves swift destruction. 2 And many will follow their sensuality, and because of them the way of truth will be blasphemed.

I would say that the point that Peter is making is that no temporal adversities that may befall the unjust or wicked, or that God may inflict upon them, in this life and world are of any mitigating value to them with respect to reducing the harshness and endless nature of the final eternal judgment that awaits them (that is, that God still holds in store for them) at the close of the age.
