Jesus, after teaching His disciples the Lords prayers in Lk 11: 1-4, also taught them what we call A.S.K which is A FOR ASK, S FOR SEEK AND K FOR KNOCK in Lk 11:5-10, which are deeper ways to pray in faith. 

Finally on the issue of prayer, He also commanded His disciples to also pray for the Holy Spirit which I would like to quote for emphases. 


Lk 11: 11-13 NIV " 11. Which of you fathers, if your son asks for a fish will give him a snake instead? 12. Or if he asks for an egg will give a scorpion? 13. If you then though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask Him. 

We were therefore commanded to seek and pray for the gift of the Holy Spirit by our Lord Jesus Christ.

I have been in congregations where after several days of fasting and prayers for the Holy Spirit, words came from the Holy Spirit which have been fulfilled to my acknowledgement. Therefore I strongly believe that you pray for the gift of the Holy Spirit as Jesus is the same today, yesterday, and for ever more. Amen.

There is not just a second blessing subsequent to salvation but many, many blessings. Every fulfilled promise from the Lord is a blessing, The thing is most of God's blessings are conditional on us fulfilling the requirements stated with the promise. For instance, John 15:7 ' If you remain in me and my words remain in you, ask whatever you wish, and it will be done for you.'

One condition always required to receive a promised blessing is faith. Romans 1:17 'For in the gospel the righteousness of God is revealed—a righteousness that is by faith from first to last, just as it is written: “The righteous will live by faith.”' Hebrews 11:6 
'And without faith it is impossible to please God, because anyone who comes to him must believe that he exists and that he rewards those who earnestly seek him.' Romans 14:23 '....everything that does not come from faith is sin'

The promised baptism in the Holy Spirit may come at 'conversion' but for many it only comes later. Many resist this baptism through unbelief; others through fear of the supernatural. 

Baptism in the Holy Spirit is the first experience of being 'filled' with the Spirit as we see from these verses in Acts: 
Acts 2:4 All of them were filled with the Holy Spirit and began to speak in other tongues as the Spirit enabled them.'
Acts 9:17 'Then Ananias went to the house and entered it. Placing his hands on Saul, he said, “Brother Saul, the Lord—Jesus, who appeared to you on the road as you were coming here—has sent me so that you may see again and be filled with the Holy Spirit.”;

It is our responsibility to remain filled. Ephesians 5:18 'Do not get drunk on wine, which leads to debauchery. Instead, be filled with the Spirit,'

Hen. 6:2 speaks of "the doctrine of Baptisms" plural, more than one. Water and Holy Spirit.

Being "filled" and "baptized" is two different things. 
A glass fiilled with water is different than a glass being submerged (buried-baptized) in water.
