To answer your question, "Why will satan be released again for a short time?" Let me say this: according to Revelation 20:8, the purpose for the loosing of Satan is "to deceive the nations,... Gog and Magaog, (symbolic names for the worldwide enemies of Christ). Gog and Magog symbolize all the forces of evil that band together to battle God. (See the Life Application Study Bible for more on this.)

Satan will then lead one final revolt against Christ, one final assault on God. To summarize, our adversary, the devil, after 1,000 years, is let out of jail (Rev. 20:7). Then there's the apostasy in Rev. 20:8 where he goes out and deceives the nations. The attack is in Rev. 20:9a where he and his armies attack Jerusalem, but his annihilation is revealed in Rev. 20:9-10) when Satan's henchmen are consumed by the fires of heaven (Re 20:9), and Satan himself is consumed by the fires of hell (Rev. 20:10). As I understand it, even during the millennial reign of Christ, with Satan confined, his influence (through sin) will still not have been dealt with fully and finally. People will continue to be born during that time with a sin nature. His release will make it clear that people (even after having experienced the blessedness of the millennium) will still choose to join him until he is not just imprisoned, but is dealt with in an irreversible, eternal fashion. God will be demonstrating for all time that He will triumph over the worst that Satan can possibly do. But He will then do it not just by temporally confining Satan, but by subjecting him to everlasting punishment, never again to cause sin or evil.

Your question, I believe, is referencing what will happen after the 1,000 year reign of Christ on earth. After the 1,000 year reign of Christ, the second resurrection of the dead will occur. All of those in this resurrection will be those who did not receive forgiveness of sin--this is called the Great White Throne Judgment. Only the lost will be present at this great judgment and the Righteous Judge will be Jesus Christ. Each person will be judged for their works and subsequently punished according to their works. While all the lost are sentenced guilty before God, the extent of every sentence will not be of the same severity--yet all are eternally sentenced to eternal hell.

For all who are believers this is where, immediately after the 1,000 year reign, the Eternal Kingdom of God will become our eternal home--very well described in the Book of Revelation. God's Word also describes that believers in the Lord Jesus Christ will live with Him for eternity. Our home will be the New Jerusalem and we will have access to the new earth that will be created at this time.

If you pay close attention, you will understand that after the second coming of Jesus, there will be a judgment for the wicked for 1,000 years, and all believers in Jesus will witness this event. During this time, Satan will be bound to Earth and there will be no life on our planet - so there will be no one to be born, whether sinful or righteous.
