Whose livestock is referred to in Exodus 9: 19?
The Egyptian livestock had previously been destroyed in verse 6.

ESV - 19 Now therefore send, get your livestock and all that you have in the field into safe shelter, for every man and beast that is in the field and is not brought home will die when the hail falls on them."'

One explanation that I have read (at https://biblehub.com/commentaries/exodus/9-6.htm) suggests that the "all" affected by the murrain plague in Exodus 9:6 was not to be taken absolutely literally, but was meant to denote an indefinite large number, or a number that was sufficiently large that the remaining number would be insignificant by comparison. (There are other, later verses in Exodus (besides Exodus 9:19) that likewise indicate that the Egyptians still had some of their livestock remaining.) (Also, perhaps the distinction with respect to the murrain related to livestock in the field versus those in pens or barns.)

The Lord told the Hebrews to shelter their livestock because any left outside will die. The Egyptians didn't get that warning or if they heard about it, didn't care. So all the Egyptian livestock died. The Hebrew's livestock survived because they were sheltered from the hail.
