Why did Gdd allow David and Solomon to have so many wives when it was sinful?

In Genesis God designed man to have one wife, and many of God's commands emphasize faithfulness, sexual and otherwise, between a husband and wife. Why would God allow his chosen rulers, like David and Solomon, to have so many wives?

2 Samuel 5:13

ESV - ¹³ And David took more concubines and wives from Jerusalem, after he came from Hebron, and more sons and daughters were born to David.
