Hell is (in my opinion) a domain from which departure for any being (including Satan) is impossible, and to which Satan, his demonic followers, and the unsaved will be eternally consigned following the judgment at the close of the age (Matthew 25:31-46). Until then, as noted by Satan's biblical titles (such as "the ruler of this world" (2 Corinthians 4:4) and "the prince of the power of the air" (Ephesians 2:2), as well as in passages such as Isaiah 14:12 and Revelation 12:9, he has (as suggested in the question) been cast down to earth from heaven and dwells there, where he travels about, as noted in the book of Job (Job 1:7, 2:2), and also by Peter (1 Peter 5:8).

I believe myself that it was part of God’s plan from before creation for satan to tread the soil and bring the "spoil" because God knows begining to end of all things. I never ever understood as a young Christian how we were were to ask for forgiveness of sin because it was put on earth for us by God. I am a Christian, I love Jesus and God and have done for 56 years, but I cannot understand the reason for the sin in this awful world that destroys families, causes people to hate, murder, molest and abuse.. I'm sorry but this is my only question to God. WHY?
