In my opinion, the word "isles" in the cited passage is being used in its usual geographic sense to indicate the inclusiveness of the lands or areas of the earth (along with their idolatrous Gentile inhabitants) to which the message spoken in the chapter is directed (that is, to even the most remote regions), and with whom God intends to debate His cause.
