I would say that Paul was speaking of sexual relations outside the context of marriage (since such activity would only be approved of by God between a husband and wife).

However, Paul also made the more general recommendation that single Christians remain unmarried (just as he did), since the attention that would have to be devoted to a spouse and to a marriage relationship would detract from the devotion to God that should be the primary focus of all Christians (male or female).

Nevertheless, he recognized that not all Christians were capable of such discipline, and therefore encouraged marrying, rather than being continually preoccupied with lust or similar carnal thoughts as a single person (1 Corinthians 7:9).
