In multiple places in Psalm 119's 176 verses (starting from the very first verse), the psalmist speaks of the blessed condition of those who walk according to God's laws, keep His ways, and obey His decrees.

This, in turn, requires not only being knowledgeable of those decrees through the reading of God's word as contained in Scripture, but being so familiar with them that they can be recalled instantly to mind for immediate application to any specific situation that the follower of God may be facing.

The best (and, indeed, I would say, the only) way to achieve that level of familiarity is through a deliberate program of repetitive reading and memorization, so that knowledge of them and obedience to them become "second nature" that do not even require conscious thought, which is the type of awareness that the psalmist ascribes to himself throughout the psalm.
