What does it mean that ethically God is just, merciful, and loving?

ESV - 8 Good and upright is the Lord ; therefore he instructs sinners in the way. 9 He leads the humble in what is right, and teaches the humble his way.

I'm not sure that I am addressing the intent of the question, but, to me, all three of the cited attributes find their greatest expression in Christ.

Because God is just, He could not simply excuse or overlook human sin. There had to be a penalty paid for it.

However, because He is also merciful, that penalty was imposed on Christ, who was Himself sinless, but who, out of the love expressed toward humanity by both the Father and Son, fully paid that penalty, so that those who placed their faith in His atoning death and subsequent resurrection for the forgiveness of their sin could receive everlasting life.

If the reference to ethics in the question is referring to what the subsequent effect of this should be on the behavior of the redeemed, I would say that they should then show the same love and mercy toward others that God has exhibited toward them, and strive to bring those others to similar faith in Christ, so that they also might receive the same salvation.
