The loaf of bread (or the price of that loaf) of which the proverb is speaking is the cost of hiring a prostitute for sex. The proverb is comparing that relatively small expense with the much greater "cost" (even if no exchange of money or goods takes place) to a man who commits adultery with another man's wife (even if the wife was a woman of loose morals who was a willing participant in that adultery), which may result in the adulterer losing his life at the hands of the woman's wronged husband.
