Why did God want blood as payment for sin? (Hebrews 9:22)
22 In fact, the law requires that nearly everything be cleansed with blood, and without the shedding of blood there is no forgiveness.

God is holy. Sin (the essence of which is rebellion against God) is His antithesis, and cannot abide in His presence, as demonstrated by Satan being cast out of heaven after his uprising against God. And since God is the source and ultimate paragon of life, the infection of humanity with sin required that the ending of human life (represented by the shedding of blood, which, as noted in Leviticus 17:10-14 and other similar passages, is the essence of life) be the penalty associated with that state. In anticipation and foreshadowing of the plan of redemption that would ultimately be fulfilled through the shedding of the blood of Christ as God Incarnate on behalf of humanity (thus eternally satisfying God's justice in paying the penalty of sin), God instituted a system of the shedding of the blood of sinless animals in sacrifices as an ongoing indication until that time of the consequences of sin, and the extreme cost that was involved (and would finally be involved for God Himself) in addressing those consequences.
