My understanding is that there is both a literal and figurative application with regard to the wording here. Bones can indeed be used as fuel for heating a fire. In addition, the sense of the passage indicates that the bones in question in this instance are those of the innocent victims who had been murdered in Jerusalem and Judah, and the heating of the fire by the use of their bones indicates the intensification of the vengeance being taken by God in their name against those who perpetrated those crimes.
