Context: Ezekiel 16:23-24 23 “‘Woe! Woe to you, declares the Sovereign Lord. In addition to all your other wickedness, 24 you built a mound for yourself and made a lofty shrine in every public square. (NIV)

ESV - 23 And after all your wickedness (woe, woe to you! declares the Lord God ). 24 You built yourself a vaulted chamber and made yourself a lofty place in every square.

Varying translations of this verse (as indicated on the website https://biblehub.com/ezekiel/16-24.htm) express the word rendered as "mound" in the above question by such terms as "pagan shrine", "vaulted chamber", "shrine", "eminent place", "high place", "house of fornication", and "place of debauchery". The sense being expressed by whatever term is used is that this was a place for the worship of pagan deities, and for participation in illicit sexual acts as part of that worship. (As was typical of such locations, they were elevated both as a means of honoring the false god, and of placing worshippers closer to that god -- as also indicated by the use of the term "lofty shrine" in the same verse.)

(Eze 16:24) But the exact meaning of the Hebrew word is uncertain. It might mean an elevated idolatrous shrine or platform; others see it as a prostitute’s bed or a brothel. Whatever the precise view is, the passage emphasizes that Jerusalem’s infidelity was evident to all.
