In my opinion, this verse is not saying that God creates some people with the intention that they be doomed. Instead, it is indicating that God is capable of taking even the worst actions that sinful humans can do of their own free will (and for which they alone are therefore accountable) and using them for His ultimate purposes and glory.

To take a Biblical example, in Exodus 5-14, Pharaoh continued his mistreatment of the Jews through nine plagues, in response to any of which he might have let the Israelites leave Egypt, but he did not. It was only after the death of the Egyptian firstborn that he let them go, and, even then, he pursued them until God delivered the Israelites by drowning the Egyptian army in the Red Sea, for which the Israelites praised God in Exodus 15.

It was necessary for God's purposes that Israel be able to leave Egypt, but the carnage inflicted on the Egyptians during that process was the result of the Egyptians' own decisions and actions that opposed those purposes.

Frederick Thomas Rom 3:4 ...let God be true...

To answer the question on Prov 16:4 I derived the following:
Adam and Eve were able to be perfect towards their Creator, but they chose not to be, therefore they were guilty of sinning against their Creator.

Now, one may point to the fact that God is all-knowing and could’ve prevented humanity’s curse. But we cannot blame God just because He is all-knowing. 

Adam and Eve had the ability to not eat of the tree. 

However, God did take full responsibility, in a way, for their wrong choice by giving a second change with room for failure. (John 3:16, 1 John 1:8-9, 2:1). But lesson had to be learnt (and we still learning) what “hell on earth” was caused by the first Adam. God removed the Garden of Eden from mankind and cursed the ground so we could see this "hell on earth" and desire salvation.

What we can conclude is that God foreknew men’s failure, but purposely allowed it so a lesson could be learned for their eternal peaceful future’s sake. What I mean is this; never again will we want to have a repeat of what disasters, hell, filth, weariness, pain, crying, death, wars, drugs addictions, cancers…etc., were caused by our disobedience to God.

I know this leads to another question frequently asked e.g. “Can we still sin in heaven”
So “Proverbs 16 verse 4 
The LORD has made everything for its own purpose, Even the wicked for the day of evil.” I read with this understanding.
