My understanding is that the term "Valley of Vision" in the verse from Isaiah cited in the question refers to Jerusalem, in reference to both its geography (as also mentioned in passages such as Jeremiah 21:13 and Psalm 125:2), and its significance with regard to the imparting of prophecies by God.
