I would say that the Bible indicates (in passages such as Ezekiel 28:1-17) that the focus of Lucifer (although he had been created holy prior to his fall), rather than remaining on God, turned inward, and he became so "enamored" of his own beauty, power, intelligence, and position (all of which the Bible acknowledges) that he grew to consider it unjust that God should have more authority and power than he did, and that he should be relegated to the role of a servant (however glorious). The perception of this inequity became so strong that he (along with other angels whom he recruited to his viewpoint) staged a rebellion against God, in which he and his followers were defeated, and cast out of heaven. My understanding of the theology of the matter is that, following Satan's expulsion, the angels who had not rebelled (thus becoming the "elect angels") were "sealed" in their original free-will decision to remain faithful to God, so that no further possibility of such a rebellion remained.

First of all we must understand that God is sovereign. God is omniscient, God is omnipotent, God is omnipresent. God is the creator of all things. God is the Alpha and Omega. There’s never been a moment that God has not existed and there never will be a moment that God does not exist. Satan’s (Lucifer) sin did not catch God off guard. God knew he would do what he did. Angels are created beings but they are not created in the image of God as mankind is. From the book of Genesis to the book of Revelation God‘s plan is revealed. “Then one of the seven angels who had the seven bowls filled with the seven final plagues came and spoke with me, saying, “Come here, I will show you the bride, the wife of the Lamb.” Revelation 21:9 The plan of God has been revealed all throughout the Bible and it is clear that He is preparing His Bride (wife to be). “so that [in turn] He might present the church to Himself in glorious splendor, without spot or wrinkle or any such thing; but that she would be holy [set apart for God] and blameless.” Ephesians 5:27 Unbeknownst to him, Satan is in place to be used, by God, to help facilitate the process, that will ultimately help the purifying of the bride. So The angels in heaven “have a choice”. Choose to love God or rebel against God. “He who believes in Him is not condemned; but he who does not believe is condemned already, because he has not believed in the name of the only begotten Son of God.” John 3:18 So here it is. It doesn’t matter if you’re an angel or if you’ve been created in the image of God we Have been given the ability to choose him or reject him. “ If it is unacceptable in your sight to serve the Lord, choose for yourselves this day whom you will serve: whether the gods which your fathers served that were on the other side of the river, or the gods of the Amorites in whose land you live; but as for me and my house, we will serve the Lord.” Joshua 24:15
