2Timothy 3:16, "All scripture is given by the inspiration of God, and is profitable for doctrine, for reproof and correction, for instruction in righteousness."

I believe that this statement is valid for all true believers in Lord Jesus Christ. Jesus declared it finished.

Also the opposite is true..God is God and He cannot lie!

Numbers 23:19, "God is not a man, that He should lie, Nor a son of man, that He should repent.
Has He said, and will He not do?
Or has He spoken, and will He not make it good?"

Paul states, “But if some of the branches were broken off, and you, although a wild olive shoot, were grafted in among the others and now share in the branches” (Romans 11:17). 

Anyone who places their faith in God and calls for His mercy, is someone who is called by His name. 

"If my people, who belong to me, 1 humble themselves, pray, seek to please me, and repudiate their sinful practices, then I will respond from heaven, forgive their sin, and heal their land."

1 Heb “over whom my name is called.” The Hebrew idiom “call the name over” indicates ownership. See 2 Sam 12:28. THE SEAL OF THE HOLY SPIRIT INDICATES OWNERSHIP AS WELL (Eph. 1:13-14; 4:30; 2 Cor. 1:22; 2 Tim. 2:19). If you have been saved by Jesus Christ, then you have been sealed with/in the Holy Spirit. The Spirit Himself (God Himself) is that seal.
