To me, the thought being expressed in this passage is that, although God selected Abraham and his descendants through Isaac and Jacob (that is, the nation of Israel) to be the people from whom the promised Messiah would come, He did not make a distinction between them and the Gentiles with respect to holiness. Israel (regardless of its chosen status) was just as much in need of the redemption from sin that Jesus would provide as all other people were. As a result, the forgiveness and salvation that Jesus gained by His suffering, death, and resurrection could then be available not just to Israel, but to all people, since all were sinners.
