In the verse you site the simple answer is no. Satan planted the 'bad seeds.' HOWEVER. If you read: Isaiah 45:7 7 I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things. It needs to be understood that God Almighty created everything, including Satan, the fallen angels, e.g. all evil things are actually under God's sovereign control ultimately. That is to say Satan is 'allowed' to plant evil seeds in the verse you are asking about because it ultimately leads to the fulfillment of God's plan- and this Hidden Manna- is revealed in scripture to those who God's chooses to reveal it to. Deuteronomy 29:29 29The secret things belong to the LORD our God, but the things revealed belong to us and to our children forever, that we may follow all the words of this law. Summary: God is in control. He allows evil to fulfill His plan. His plan is available by revelation and scripture to those who knock- the door will be opened.

I would say that Satan "planted" evil people by causing humanity's original fall into sin, as described in Genesis 3. Since that time, he has had no need for additional "planting", since all subsequent humans have been born with an innate sin nature that is at enmity with God. It is only by receiving eternal life through faith in Christ that people enter God's kingdom (as opposed to being under Satan's control or rule), and become "good seed". As Jesus said, the "good seed" (those who are saved) and the weeds (those who are not) will grow together in the world during this present age until God eternally separates them.

The day (Satan) Lucifer was cast out from the presence of God he had nothing to be proud off as he was in his days (Ezekiel 28:18 “in the sight of all them that behold thee”) for he was now looked upon, and by all, that knew him were astonished for he turned out to be a terror to them (Ezekiel 28:19) Lucifer the Serpent did plant the seed in (Genesis 3:4) for then the woman saw the desires to make one wise which turned into wickedness of man for every imagination of the thoughts of his heart was only evil (Genesis 6:5) Today we do have these weeds that were planted by the devil whose mission is to destroy the good seed.
