How has God exalted his solemn decree? (Psalm 138:2)
Psalm 138:2 2I will bow down toward your holy temple and will praise your name for your unfailing love and your faithfulness, for you have so exalted your solemn decree that it surpasses your fame.--NIV

God will help us understand what He's revealing in His word. His solemn decrees are His promises, in Joshua 23:14, not one word has failed of all the good things that the Lord your God has promised concerning you; all have come to pass for you; not one of them has failed.“ also Luke : 18:27, 2 Cor. 1:20, 1 John.2:25, and many more verses help us to see that. God will and has exalted Himself in doing exactly as He has said.

My understanding is that this verse is meant to express praise to God for displaying love and faithfulness that even exceeded what He had said (or decreed) that He would do -- or (in modern idiom) for going "above and beyond" His promise. This is what had "exalted" His decree to an even higher level than it had already possessed. Even though God already possessed "fame" (that is, a reputation) for keeping His promises, His actions had surpassed even that standard. If David is regarded as the author of this psalm, the feeling that he is expressing brings to my mind the emotion that He displayed in 2 Samuel 7:18-29 after Nathan the prophet had informed him of God's plan to grant him an eternal house and kingdom (which was ultimately fulfilled when Jesus was born of David's lineage both through His mother (Luke 3:23-31) and His earthly father (Matthew 1:6-16)).
